Hurricane Ian Emergency Permitting – Collier County
Post Hurricane Ian Recovery
As Collier County residents and business owners begin the cleanup and start the rebuilding process after Hurricane Ian, the Collier County Growth Management Community Development Services Department wants to assist you with a speedy recovery process.
Permits will not be required for the cleanup and removal of wet drywall, cabinets, carpeting, and baseboards. Please keep the demo to the minimum necessary to not negatively impact the ability to rebuild within the guidelines of FEMA regulations. For example, do not remove the electrical wiring system because it has an outer sheath that is water-resistant.
COMMERCIAL
• All commercial and multi-family buildings will require a permit for any work performed.
- All work performed on life safety systems, e.g., fire alarm and fire sprinkler systems, requires a permit. Please contact your local fire district.
- All temporary generators for commercial and multi-family buildings are required to be permitted.
RESIDENTIAL
• For single family homes, a permit is not required for repair and replacement of drywall less than 18 inches above the floor.
• A building permit is required for all other repair, replacement, and rebuild work performed that is not exempt per Collier County Ordinance 2020-48
• All electrical service repair will be expedited.
Properties located in a Special Flood Hazard Area will fall under the SubstantialImprovement/Substantial Damage Determination (known as the 50% rule). Under the 50% rule, if the repair amount is equal to or exceeds 50% of the improved value of the structure before the event, the structure must comply with current elevations standards outlined in the Florida Building Code 7th edition.

Construction Debris Pickup from Hurricane Ian
Commercial Properties
At the time of this writing, FEMA has not authorized commercial debris pickup from commercial property sites.
While we are waiting for FEMA to “turn on that program”, it is important that your construction debris does not impede the health, safety, and welfare of the community.
What this means:
- Construction debris cannot block a safe passage of travel
- Construction debris should not be stacked against a building
Consider using parking spaces for the storage of this construction debris or having it hauled off by a contractor that you would hire.
Having gone through Irma with local charities and supporting local relief efforts, I can attest that there is no substitution for giving local and staying local.
Like Hurricane Irma, Hurricane Ian has had a broad reach throughout South Florida. The needs are great everywhere.
Make sure your money is going to help your community.
One of the best ways to do so is to give to the Community Foundation’s “Collier Comes Together” hurricane relief fund.

The Collier Community Foundation has reactivated its Collier Comes Together Hurricane Fund to assist Hurricane Ian victims. Activation of the fund allowsCCF to act quickly to ensure immediate aid is provided where needed most. 100% of donations are distributed to area nonprofits serving victims and their families without administrative fees.
The fund’s purpose is to first provide immediate relief to those affected and the nonprofits that support the victims in the aftermath of a crisis. It also serves to assure donors’ support will reach its intended cause. After immediate needs are met such as food, water and shelter, the focus will turn to long-term needs such as housing and transportation.
In addition to donating online, you may also mail checks to the Collier Community Foundation at 1110 Pine Ridge Road, Suite 200, Naples, FL 34108.
Your donations allow us to act quickly! The Collier Community Foundation has already distributed almost $700,000 for immediate needs to:
- Humane Society Naples for Operation Rescueto provide free emergency pet boarding for people who are suddenly homeless.
- Fun Time Early Childhood Academy for tuition assistance for families who suffered financial loss due to Hurricane Ian
- Meals of Hope for a generator to keep their refrigerators and freezers operating
- YMCA of Collier County, Marco Island for emergency supplies for Isles of Capri
- Naples Botanical Garden for emergency staff housing
- Collier County Sheriff’s Office for emergency gift cards
- Providence House for emergency gift cards
- Midwest Food Bank Florida, Grace Place for Children and Families, Meals of Hope, Our Daily Bread Food Pantry and First Baptist Church for food
- Salvation Army for emergency housing
- Sunlight Home of Collier County for facility repairs
- Wounded Warriors of Collier County for veteran home repair
- Educational Pathways Academy for repairs for damages: exterior landscape, fence, carpet
Fraudulent sites pop up following a disaster or emergency that mislead donors about where their funds will go. Any funds not used for Hurricane Ian relief will be returned to the Your passion. Your Collier. Crisis & Disaster Relief Fund to ensure the Collier Community Foundation is prepared for future events that affect our community.
As the Community Foundation is a 501(c)(3) charitable organization, donations are tax-deductible. The Foundation takes no administrative fees for thiscommunity service.

COMCAST
I learned something last week…that just because a home has electricity, it does not automatically followthat they will have Comcast service. According to the Comcast representative I spoke with recently, service in residences and business near or on the water (like canals, the Gordon River, Naples Bay etc.) has been compromised because of saltwater intrusion into the Comcast system in these areas.
1700 technicians are on the ground in our community, going house-by-house and street-by-street to replace the equipment damaged by storm surge. If you think that your modem and cable box are damaged, please take it in to one of the two XFINITY Stores in Naples: 10600 Tamiami Trail N, Suite 604 (Granada Shops) and 12707 Tamiami Trail East. Both stores are open 10am – 7pm, except on Sunday when they open at 12:00 pm.

- It is recommended to not to visit or swim in any of the local beaches as debris from the hurricane may be in the water and under the sand.
WATER QUALITY ADVISORY
The Florida Department of Health – Collier (FDOH-Collier) issued a Precautionary Swim Advisory on our beaches last week. This advisory remains in effect. FDOH-Collier advises the public not to enter the water due to the possible increase of water-borne illness. Advisories have been posted on our beaches.

Collier County US 41 East Corridor Zoning Overlay Project Community Meeting #2 Approaches
The Collier County Planning & Zoning Division along with the county’s consultant, Johnson Engineering, will be presenting the zoning overlay draft for The US 41 East Corridor Zoning Overlay Project, a community-focused planning effort to create a zoning overlay along the corridor.
The zoning overlay boundary begins on the east side of the Bayshore/Gateway Triangle Community Redevelopment Area boundary and extends east to Port of the Islands.
The goal of the US 41 East Corridor Zoning Overlay Project is to prepare and implement a zoning overlay that reflects community input, promotes economic vitality, encourages a mix of land uses, and includes development standards, all to address the community’s needs as envisioned in the East Naples Community Development Plan.
At Community Meeting #2 we will present:
- A draft of the zoning overlay
- Transportation considerations
- Focus area renderings that illustrate potential project designs at key locations along the corridor.
We look forward to hearing your feedback! Your input is important and will be included before the zoning overlay is finalized to advance through the Land Development Code Amendment process.

It’s that time of year again, and the General Election is on November 8.
Jennifer Edwards, Collier County’s Supervisor of Elections and her agency are hard at work to implement the voter identification requirements mandated by Florida’s legislature in 2022. Voting security has always been a high priority for Edwards to insure the continued confidence by the voters in our voting system in Collier County and in Florida.
